Ulster County Board of Ethics

The Ulster County Board of Ethics was established pursuant to Chapter 44 of the Ethics and Disclosure Law (Local Law No. 11 of 2008, which took effect on January 1, 2009). The Board of Ethics promotes the highest standards of conduct and ensures transparency through the collection and review of Annual Statements of Financial Disclosure. The Board is also responsible for issuing advisory opinions and addressing complaints or allegations of conflicts of interest involving any officer or employee of Ulster County.
The Ulster County Board of Ethics is composed of seven (7) volunteer members appointed by the Ulster County Executive and confirmed by the Ulster County Legislature. Of the three members nominated by the County Executive and the three members nominated by the Legislature’s leadership, no more than two (2) in each group may be enrolled in the same political party.
Requests for advisory opinions and complaints regarding ethical violations must be submitted in writing by email to ethics@co.ulster.ny.us(link sends e-mail) or by mail to the Ulster County Board of Ethics, 244 Fair Street, 6th Floor, Kingston, NY 12401. Submissions should be detailed, clearly describe the facts and issues, and include any supporting documentation or evidence whenever possible.
